&lt;p&gt;Bill figured that he had given enough notice. No dogs were barking so
he used his key and went in. The meter was in the basement. A light was
on in the basement, but no one was moving around.&lt;/p&gt;
&lt;p&gt;At the base of the stairs a door led to the utility portion of the basement.
